Board of Directors
Emmy Simmons
Emmy Simmons is an independent consultant on international development issues with a focus on food, agriculture, and Africa. She is currently a member of the Global Panel on Agriculture and Food Systems for Nutrition, a nonresident advisor to the Center for Strategic and International Studies, and a member of the Board of DevWorks International. She is also a member of the USAID Alumni Association. She has previously served on other Boards and advisory groups, including the board of the Global Crop Diversity Trust, the CGIAR Agriculture for Nutrition and Health program and the boards of ILRI and IITA, as a co-chair of AGree, an initiative that brings together a diverse group of interests to transform U.S. food and agriculture policy, and as a co-chair of the Roundtable on Science and Technology for Sustainability at the National Academies of Science. She completed a career of nearly 30 years with the U.S. Agency for International Development (USAID) in 2005, having served since 2002 as the assistant administrator for economic growth, agriculture, and trade, a presidentially appointed, Senate-confirmed position. Prior to joining USAID, she worked in the Ministry of Planning and Economic Affairs in Monrovia, Liberia, and taught and conducted research at Ahmadu Bello University in Zaria, Nigeria. She began her international career as a Peace Corps Volunteer in the Philippines from 1962 to 1964. She holds an M.S. degree in agricultural economics from Cornell University and a B.A. degree from the University of Wisconsin-Milwaukee.
John Glover
John Glover joined Purdue Applied Research Institute in January of 2022 as the inaugural Executive Director for Global Development and Innovation. He brings more than 25 years of strategic leadership and management experience within private, non-profit and governmental organizations providing development assistance funded by USAID and other donors. Most recently, John served as Senior Vice President for Programs and Policy at Plan International USA, an international network focused on assisting adolescent girls, children, and youth in their communities. Prior to joining Plan International USA, John served in leadership roles in global professional services firms such as PricewaterhouseCoopers, Booz Allen Hamilton, Abt Associates, and IBM Business Consulting Services, among others focused on designing and implementing USAID funded projects in the area of economic growth and competitiveness.
President/CEO
DeAnn McGrew
DeAnn McGrew is the President/Chief Executive Officer of DevWorks International. Ms. McGrew is a visionary, results-oriented leader with more than 20 years of versatile experience in impact-driven international development, who excels in working at both the strategic and operational levels. She has successfully generated over $400 million in awards and implemented development projects focused on agriculture, enterprise development, water and sanitation, governance, and civil society in more than 35 countries, including extensive work in South Sudan, Nigeria, Mali, Nepal, and Myanmar. She has built and maintained a deep, global network of professional relationships with donors, partners, and subject matter experts in the industry. Ms. McGrew also has over two decades of experience designing and implementing skilled volunteer programs, including the long-standing USAID-funded Farmer-to-Farmer Program, and has developed tools, procedures, and information systems for volunteer programming. Prior to joining DevWorks, Ms. McGrew served as the Senior Director of Program Delivery with Winrock International and leveraged her experience as a certified project manager to lead institutional efforts to ensure consistent delivery of program excellence through the adoption of industry-standard project management tools and approaches. Ms. McGrew is trained in mindful leadership and throughout her career has built and led high-performing teams, empowering them to improve programmatic and operational effectiveness and efficiency to accomplish ambitious goals and drive positive and inclusive change. She has a B.A. in history and sociology from the University of Central Arkansas.
Demetria Arvanitis
Demetria Arvanitis is a visionary and innovative leader with over 25 years of experience in international Development. In her role as DevWorks’ Board Chair, she leads the Board of Directors, provides strategic oversight, and supports the CEO and executive leadership to advance DevWorks’ mission.
Ms. Arvanitis joined DevWorks (formerly SNV USA) in 2015 as Vice President of Business Development and Programs, and later served as President & CEO from 2016-2023. During her tenure, she spearheaded the development of systems, teams, and tools that fueled the organization’s consistent growth. Most recently, she led the strategy and rebranding that transformed SNV USA into DevWorks International.
Before joining DevWorks, Ms. Arvanitis held several key roles at Winrock International, starting as the Country Director for Russia in 1997, where she managed programs and led the Farmer-to-Farmer program. She later served as U.S. Director of Volunteer Technical Assistance, expanding agriculture and civil society programs globally. Earlier in her career, Ms. Arvanitis worked as an Education and Health Program Specialist for the USAID Representative for Afghanistan (based in Pakistan) and the Democracy Office of USAID/Russia, supporting exchanges and training programs in governance, agriculture, economic growth, and health.
Throughout her career, Ms. Arvanitis has been known for her deep commitment to collaboration with local partners, her focus on building strong teams at both headquarters and field offices, and her dedication to ensuring lasting, sustainable impact. She holds a master’s degree in international management from the School of International Training and a BS in Nutrition from the University of North Carolina at Chapel Hill. Ms. Arvanitis also serves on the executive committee of the Board of Directors for the Society for International Development Washington Chapter.
Martin Webber
Martin Webber has 40 years’ experience in fostering market-led economic growth, enterprise and private sector development, entrepreneurship, competitiveness, business strategy, and trade and investment. Mr. Webber pioneered effective approaches in 80 countries, expanding his firms’ practice areas and revenues. He has worked closely with investors on a one-to-one basis and in the context of programs to increase the growth and competitiveness of local and national economies and specific sectors. He is a global leader in developing and applying competitiveness, value chain, enterprise development, and other approaches to the needs of agricultural, service and manufacturing market systems and value chains in developing and emerging economies.
Martin has implemented and overseen hundreds of assignments funded by private clients, foundations, national governments, USAID and other USG agencies, and numerous other multilateral and bilateral organizations. After a 28-year career with J.E. Austin Associates (JAA) as Partner and Executive Vice President, Martin now serves as the company’s Emeritus EVP of JAA, advising and guiding company initiatives and personnel. He previously held senior positions with consulting firms operating in the fields of transport infrastructure, water and environment.
Martin is a frequent speaker, lecturer and mentor, and has authored several articles and co-authored two books. He holds several appointments at McGill University.
Mr. Webber received his MBA from the Harvard Business School and Bachelor of Commerce from McGill University. He was co-awarded the “Making a Difference Award” by the alumni of Harvard Business School.

Senior Program Manager
Anna Cucurullo
Anna Cucurullo is an international development professional with experience in USAID program development, project implementation, design, and communications. She joined DevWorks in 2015 and is skilled in budget management, deliverable tracking, contract compliance, and relationship management with a wide range of partners and stakeholders. Since starting her international development career, she has supported programs in WASH, agriculture, renewable energy, and youth employment globally, using insight from project implementation to design and collaborate on management tools at the HQ level. Her interests include WASH systems strengthening, gender mainstreaming, and private sector partnerships. Ms. Cucurullo holds a BA from the University of Maryland, is proficient in French, and is learning Russian.
Chief Financial Officer
Archil Nikuradze
Archil Nikuradze joined DevWorks in 2019 as Chief Financial Officer. He is a Georgian national with 18 years of progressive experience in financial management in the international development sector. Mr. Nikuradze started in the development world as a Director of Finance and Administration in Tbilisi, Georgia managing a $50 million USAID project for ACDI/VOCA. He transitioned to ACDI/VOCA in the US as Director of Global Accounting and then worked with QED LLC as Director of Finance. His experience working both in-country and in headquarters-based positions has given him a broad perspective and appreciation for in-country requirements and support needs as well as an awareness of different organizational approaches to structure financial models. Mr. Nikuradze is a Certified Public Accountant with a BS and an MS in Economics from the Georgian Technical University in Tbilisi, Georgia.
Director of Programs
Astha Thapa
As the Director of Programs at DevWorks, Astha Thapa provides leadership, direction, and support to the project portfolio, supporting implementation in over 13 countries. She oversees the project implementation team on all matters related to program planning, financial and personnel management, contract and subcontract management, and compliance. In addition, she focuses on strengthening DevWorks’ project operations infrastructure to be practical, efficient, and compliant throughout the project lifecycle. Ms. Thapa brings expertise in financial and organizational management to design efficient management structures at project and organizational level. This also enables her to develop solutions to challenges and to be an effective liaison among implementing partners, clients, and stakeholders. Ms. Thapa has a master’s degree in Finance from Virginia Commonwealth University and a bachelor’s degree in Management from Kathmandu University in Nepal.
Project Support Associate, Feed the Future Sene Yiriwa Activity
C.J. Ray
C.J. Ray joined DevWorks in 2021 as Project Support Associate for the Sene Yiriwa Feed the Future Mali activity. Prior to DevWorks, C.J. served as an Environmental Action and Food Security Peace Corps Volunteer in Togo, facilitating animal husbandry projects, assisting with Physical Education classes at the local school, and tutoring middle school students in English. In his free time, C.J. enjoys playing tennis, cycling, and reading novels. He is proficient in French and Spanish and is learning Portuguese. C.J. earned his MA in International Affairs from Boston University and his BA in Political Science from Grinnell College in Iowa.
Agriculture & Market Systems Senior Advisor
Dan Norell
Dan Norell has 30+ years in international development. He has worked in small business development in Jamaica for three years and microfinance in Zimbabwe for four years. As the Senior Technical Advisor in Economic Development for World Vision he provided technical services to grant acquisition for US Government and Foundation funding in value chain & market systems development, savings groups, microfinance, and other economic development interventions. He has provided in person technical assistance to 30 countries.

Regional Business Development Manager, Africa
David Githaiga
David Githaiga is the Regional Business Development Manager for Africa at DevWorks International. Before joining DevWorks International, David was the Africa Conservation Director at The Nature Conservancy (TNC), where he coordinated conservation programs and projects in nine African countries. Before joining TNC, David worked at UNDP as Assistant Resident Representative for Kenya and the team leader – for the UNDP Kenya natural resource management and climate change teams – where he coordinated and provided technical and operational oversight over a US$ 40 million project portfolio. Before his work at UNDP, David worked for Winrock International, where he backstopped programs in Kenya, Tanzania, Ethiopia, South Africa, Uganda, and South Sudan, including projects support of Africa programs from the United States (Washington DC). David holds a bachelor’s degree in environmental studies from Slippery Rock University in the USA, a master’s degree in development studies from Southern New Hampshire University, USA, and an MBA from United States International University in Nairobi.
Agriculture & Market Systems Senior Advisor
David Roche
David Roche is DevWorks’ Senior Technical Advisor in Agriculture, specializing in coffee. He is a results-driven manager with more than 30 years of experience and achievements. At Coffee Quality Institute, he served as their Technical Director for nine years, overseeing assessment, management, and development of global coffee programs and program funding before being promoted to Executive Director to oversee and drive growth of all global coffee programs. Mr. Roche has won several awards including the Technical Achievement Award, Africa Fine Coffee Association Service Award, and the Guatemala Anacafé Organization Award, and is a well-known lecturer on multiple technical topics such as sustainability, production, processing, organic farming, global coffee issues and market linkages. Mr. Roche has a B.S. in Fruit Science from California Polytechnic State University and an M.S. in Horticulture (Viticulture) from the University of California.

Deputy Director of Business Development
Drew Drozynski
Drew Drozynski is the Deputy Director of Business Development at DevWorks with over 12 years of experience managing proposal development for U.S. Government contracts and grants. He began his career writing proposals and implementing projects for defense contractors, first as a proposal and project manager for a company specializing in linguistic and cultural aspects of defense, then as a proposal writer and manager in an intelligence community IT service management company. He was part of the team that designed and implemented the National Language Service Corps, a government-organized network of US-based multilingual volunteers who can be deployed as translators during emergencies. A year-long backpacking journey ignited his passion to improve conditions for the world’s poorest, especially through increasing the sustainability and nutritional output of agriculture systems. Afterward, he rapidly transitioned to the international development sector, where he currently manages proposals for USAID agriculture, nutrition, WASH, renewable energy, and youth projects. In his free time, he enjoys growing and hunting for gourmet mushrooms. Mr. Drozynski has a bachelor’s degree in Philosophy and a certificate in Permaculture Design.
Accountant
Eddine Mureke
Eddine Mureke joined DevWorks finance team with 10+ years of experience in finance and general accounting, handling Account Payables, Account Receivables, Payroll, Financial Statements data extracting and other administrative supportive tasks. She has a strong interest in work that promote and provide a positive social, economic, and educational impact on the African youth. She lived in Cote d’Ivoire for 4 years and worked as an accountant for a real estate hospitality private company in Abidjan. She earned her BA in Accounting and Finance at Pittsburg State University. She is originally from Burundi in East Africa and speaks French and English.
Chief Growth Officer
Jennifer Snow
In her role as DevWorks’ inaugural Chief Growth Officer, Jen Snow draws on 25 years of global business development and program implementation experience to drive DevWorks’ growth and evolution and harness organizational learning and cross-organizational collaboration to showcase DevWorks’ technical and operational expertise. Ms. Snow is proficient in all aspects of business development, donor and partnership stewardship, and international program implementation, operations, and compliance. She demonstrates a consistently strong track record in cultivating collaborative and results-oriented teams, enabling business development success, and achieving impressive program impacts worldwide – along with a deep commitment to excellence, integrity, and inclusion in all aspects of her work and communications.
Prior to joining DevWorks, Ms. Snow served in senior roles at Winrock International, Abt Global, and Junior Achievement. She has led numerous business development and fundraising strategies, partnerships, and proposals, leading to hundreds of millions of dollars in new funding from USAID, other USG entities (US Departments of Agriculture, Labor, and State), Asian Development and World Banks, foundations, corporations, and others. She has also led USAID-funded projects and communities of practice as a program director, program manager, and monitoring and evaluation (M&E) and outreach director, in addition to overseeing the implementation of nearly $100M in international projects as a portfolio director. She has designed and implemented effective institutional systems, processes, and training for business development, proposal management, project management, project startup, M&E, knowledge management, and international volunteer operations. Furthermore, Ms. Snow is deeply trained in leadership development and project management, with certifications in diversity recruitment and participatory rural appraisal/participatory learning for action approaches. She has a BA in Sociology from the University of Denver.
Corporate Controller
Jieming Ma
Jieming Ma is the Corporate Controller at DevWorks. She is responsible for overseeing all aspects of accounting functions of the organization, managing projects financial reporting and invoicing, and maintaining a strong internal control system. She works closely with the Chief Financial Officer to improve the organization’s financial system and to streamline accounting procedures to increase productivity. Prior to joining DevWorks, Jieming had 10 years of professional experience in international development and the private sector. She spent more than 8 years at ACDI/VOCA managing the financial reporting process in compliance with donor agreements for over 70 contracts and grants funded by USAID, USDA, the World Bank, and other non-federal organizations. Projects ranged from thousands to large volume and highly complexed multimillion-dollar portfolios in over 40 countries including Afghanistan, Ethiopia, Honduras, Kenya, Kyrgyzstan, Mali, Sudan, and Zambia. Jieming holds a master’s degree in Accounting from George Washington University.
Chief of Party, USAID Feed the Future Sene Yiriwa Activity
Dr. Julie Fischer
Dr. Julie Fischer has more than 30 years of experience in agriculture, governance, natural resources management, women’s empowerment, and land tenure, including 11 years as Chief of Party/Team Leader on large USAID projects. She has experience working in fragile and conflict-affected environments, managing staff, partners, and resources responsibly while achieving results, including as USAID’s Global Climate Change Advisor for CARPE in the DRC, where she provided overall management and strategic planning across 12 implementing mechanisms. Most recently, Dr. Fischer was Chief of Party for the USAID/Ghana Agriculture and NRM Project in Tamale, Ghana. Dr. Fischer began her career as a Peace Corps volunteer in Mauritania and has gone back to West Africa for multiple long-term projects, including as Chief of Party for the USAID/Mali Women in Local Governance Project. A fluent French speaker, she has long-term experience throughout sub-Saharan Africa, including in Mali, Mauritania, Guinea, Senegal, the DRC, and Ghana. Dr. Fischer earned her PhD in Geography at Michigan State University in East Lansing, Michigan.
Director of Business Development
Manoli Strecker
Manoli Strecker leads new business development, strategic partnerships, and donor engagement at DevWorks. With more than 10 years of business development and partnerships experience, Mr. Strecker brings significant expertise and networks with USAID, DFID, multilateral development banks, as well as private sector CSR partnerships. He has lived and worked internationally, including in Hanoi, Vietnam where he managed all Southeast Asia regional business development efforts. He has successfully developed numerous new programs in sustainable agriculture, WASH, renewable energy, women’s economic empowerment, private sector engagement, natural resources management, and forestry. Mr. Strecker holds an MA in Social Science from the University of Chicago and a BA in History from Swarthmore College.
Senior Program Manager
Marjorie Huang
Marjorie Huang is a Senior Project Support Officer at DevWorks. She is a natural resource management specialist with 20 years of international work experience providing technical and managerial support to natural and water resource-based projects in Sub-Saharan Africa and Asia. She has extensive experience working for various INGOs designing, managing, implementing, and monitoring and evaluating projects, as well as conducting research addressing watershed management; payment for environmental services; multiple use water services; WASH; land tenure security; climate change adaptation; and gender and women’s empowerment. She has lived and/or worked in Tanzania, Ethiopia, Uganda, East Timor, Indonesia, Kyrgyzstan, Tajikistan, Uzbekistan, Nepal, Vietnam, China, and Russia. Ms. Huang has an MEM from the Yale University School of Forestry and Environmental Studies and a BA in International Relations from Tufts University.
Agriculture and Business Development Senior Advisor
Pranata K. (PK) Barua
Mr. PK Barua has over 30 years of experience in design, implementation, evaluation, and reporting on USAID, USDA, and other donor-funded economic development, community empowerment, and private sector development projects, with a focus on market-led/climate-smart agriculture, resilient livelihoods, agro-food processing, and food safety, quality and compliance in Bangladesh and South Asia. Mr. Barua has served in various leadership positions in Bangladesh, where, as the country director/team leader, he led the design, implementation, monitoring, and evaluation of several multi-year multi-stakeholder and multi-donor-funded agriculture, agribusiness and livelihood development projects. As Asia Regional Director, he led the design and implementation of USAID’s global Farmer-to-Farmer program in Bangladesh, India, Indonesia, Nepal, Sri Lanka, and Vietnam. Mr. Barua holds a Ph.D. in Technical Sciences/Post-harvest Fisheries Technology and a Project Management Professional (PMP®) credential.
WASH Senior Advisor
Richard Pollard
Richard Pollard is a WASH Senior Advisor for DevWorks International with over forty years of experience improving access to sanitation and water supply services, community development, and environmental management in East, Central, and South Asia, Africa, and the Middle East. He has managerial and technical skills in behavioral change, private sector participation, institutional development, appropriate technologies, sustainable project design, and policy work. He has extensive experience with the design, management, and evaluation of projects supported by the World Bank, Asian Development Bank, UNDP, UNICEF, USAID, AusAID/DFAT, SIDA, AFD, The Netherlands, UK DFID, EcoPeace-Middle East, and other bilateral development assistance agencies and NGOs.
At the World Bank, Mr. Pollard was directly responsible for the design and supervision of over $500 million in WASH lending in Asia, Africa, and the Middle East. He established and managed the Bank’s Water Sector Team for the West Bank and Gaza. From 2002 to 2006, Mr. Pollard was the Regional Team Leader for the World Bank’s Water and Sanitation Program in East Asia and managed 48 professional staff in five countries while generating more than $20 million in new grant financing for technical assistance projects. More recently, Mr. Pollard was the Senior WASH advisor at DAI for the $13 million USAID Water for Africa through Leadership and Institutional Support Project that strengthened the ability of African leaders, stakeholders, and donors to improve the quality and comprehensiveness of WASH data and analysis for evidence-based decision-making to deliver sustainable WASH services. Mr. Pollard holds a Master’s Degree in Water Resources Management from the University of Wisconsin.
Business Development Manager
Shannon Kelley
Shannon Kelley is an international development professional who supports program development and project design for DevWorks, focusing on capture and proposal management. She is primarily interested in climate-smart agriculture, sustainable natural resource management, and the empowerment of disadvantaged populations. Ms. Kelley has experience in Ghana, where she volunteered on a farm, and in Botswana, where she studied the impact of government policies and international development programs on the marginalization of the indigenous San people. She holds a BS in Economics and Geography from George Washington University and continues to develop her French language skills.
Senior Project Account Manager
Tesfu Ghaber
Tesfu Ghaber is a senior finance and accounting officer who works on project finances at DevWorks. He was with SNV Netherlands Development Organisation for over 26 years supporting finance and administration across multiple regions and country offices. Most recently, he served as a Finance and Administration Manager with SNV Ghana where he managed a multi-million-dollar budget, a complex, high-profile project portfolio, and general operations including finance, administration, procurement, audit preparation, project start-up and close-out, human resources, and operations. He worked with 80 staff in addition to a large volume of sub-contractors and consultants. Mr. Ghaber has an MBA from the University of Nairobi in Kenya and a BA in Accounting and Management from Addis Ababa University in Ethiopia.
Senior Finance and Contracts Manager
Whitt Masters
Whitt Masters is a Contracts and Finance Manager with over 13 years of experience leading cost proposals and supporting the financial management of development projects. He has experience budgeting for cooperative agreements and contracts solicited by the US Government (USAID, USDA, DOL, State Department), as well as by foundations and foreign governments. Whitt has supported project implementation across agriculture, natural resources management, education, and anti-trafficking sectors. He develops tools to track and project expenses and other financial metrics of development projects to support successful implementation and reduce organizational risk. He holds a BA in German from the University of South Carolina. Between 2000-2002, Whitt served as a Peace Corps Volunteer in the Dominican Republic, where he promoted organic production methods for banana cultivation. In his free time, Whitt enjoys gardening, cycling, and reading books on popular science.
Business Development Manager
Wyatt Pedigo
Wyatt Pedigo is a Business Development Manager with over 9 years of experience leading global programming, partnerships, and operations across both public and private international organizations. A natural facilitator, fostering teams, senior stakeholders, and external partners through diverse ideation, strategic program building, product management, and efficient execution to drive impact. At DevWorks, Mr. Pedigo supports new business development, helping pursue and craft proposals for donor funded projects in the areas of agriculture, natural resource management, youth, water, sanitation and hygiene, and governance. Mr. Pedigo holds a B.A. in International Affairs with a concentration in conflict resolution and a minor in Arabic from the George Washington University.
Senior Program Manager
Abby Phillips
Abby Phillips is a Senior Program Manager at DevWorks with a strong track record in leading complex, high-impact projects across various industries. She has experience managing a diverse portfolio of USAID and USDA agriculture and economic development projects with a combined budget of $50M. These projects spanned multiple countries, requiring a deep understanding of international operations, financial oversight, and technical leadership. Ms. Phillips excels in coordinating teams, ensuring compliance with USG donor regulations, and fostering collaboration across geographically dispersed teams.
As a Project Manager in Business Transformation in aviation manufacturing, Ms. Phillips oversaw strategic initiatives aimed at enhancing company-wide processes. Senior Climate Adaptation Advisor
Dr. Carey Yeager
Dr. Carey Yeager is a Senior Climate Adaptation Advisor for DevWorks. She has over three decades experience in climate change adaptation and mitigation (REDD and LULUC sectors); climate and environmental risk assessment; environmental monitoring and compliance; and performance monitoring and evaluation. She previously served with USAID Missions in Indonesia, Guatemala, El Salvador (Central America Regional Program), and Mexico as the Senior Advisor on climate change, forestry and the environment designing, managing, monitoring and evaluating multiple projects in the NRM sector. A results-oriented manager, she designed and managed an integrated regional climate change program in partnership with NASA to support decision-making, governance, and disaster response by national governments (now known as Global SERVIR), assisted production of UNFCCC National Communications, and oversaw development of Agricultural GHG emission tools with the EPA. At the Asian Development Bank, she assessed climate change impacts for over USD$1 billion in loans, grants and TAs for East Asia, developed a new climate change impacts and risk reduction tool for NRM activities, provided policy and technical inputs to the governments of Mongolia and the People’s Republic of China, and provided inputs to multilateral agreements regarding adaptation indicators and monitoring for policies and treaties as a member of the Agricultural Land Use Working Group. She has an extensive research and publication record focused on climate adaptation, policy and the environment. Dr. Yeager holds a Ph.D. from the University of California at Davis, previously held the Clare Booth Luce Professorship for Women in Science at Fordham University, and speaks Spanish and Bahasa Indonesian.

Ryan Whalen
Ryan Whalen is an economic development technician and project manager with diverse experience in applying responsive, inclusive, and scalable solutions to the production, marketing, and trade constraints faced by farmers and the rural poor. In various leadership positions, including as a Country Director and Project Team Leader, he has collaborated with donors such as NORAD, UKAid, USDA and USAID, and WFP, to deliver measurable improvements in food security, market systems development, entrepreneurship, resilience, and water access.
Having spent more than eleven years based in African emerging markets, he has engaged counterparts from local government, trade associates, and the private sector to lead agricultural market analyses, program design, and public-private partnership facilitation. Ryan has extensive experience developing results frameworks, technical approaches, and delivery methodologies, as well as overseeing monitoring and reporting systems, program evaluations, and learning studies.
Ryan holds a Bachelor of Arts degree in International Studies from American University. He is fluent in spoken and written French and is professionally conversant in Kiswahili.
Chief of Party, USAID Host and Impacted Community Resilience Activity (HICRA)
Treena Bishop
Ms. Treena Bishop joined DevWorks International as Chief of Party (COP) for the USAID Bangladesh Host and Impacted Community Resilience Activity (HICRA). As part of DevWorks’ local capacity building initiative, she was immediately seconded to Friends in Village Development Bangladesh (FIVDB) to provide leadership for USAID’s largest localization project worldwide, while at the same time contributing to the capacity building of her host organization. Treena served as COP of USAID’s Bandarban Agriculture and Nutrition Initiative (BANI) from 2020 to 2024 and as COP of USAID’s Sustainable Agriculture and Production Linked to Improved Nutrition Status, Resilience, and Gender Equity (SAPLING) Resilience Food Security Activity (RFSA) from 2016 to 2021. Previously, she served for three years as the Senior Director of Operations for USAID’s PROSHAR, four years as the Team Leader and one year as Deputy Team Leader of USAID’s Integrated Community Development Fund (ICDF), and five years as Deputy COP of USAID’s Yungas Community Alternative Development Fund.
Treena has a M.A. in Applied Anthropology from American University and a B.A. in Sociology from the University of Maine. She believes in applying community-based approaches, building staff and program-participant capacity, integrating gender and social inclusion into all activities, and collaborating with both the public and private sector. She is committed to alleviating poverty, improving food security and contributing to the achievement of the Sustainable Development Goals. Treena has worked for 12 years in Bangladesh, 10 years in Bolivia, and has conducted applied research in Ecuador. She volunteers with an urban gardening group in Dhaka and is passionate about increasing biodiversity through native gardening for birds and butterflies in her home state of Maine.
Senior Project Manager, USAID Leveraging Economic Investment through Alliances
Walter Jokisch
Walter Jokisch is the Senior Project Manager for the USAID Leveraging Economic Investment through Alliances project based in Guatemala. Walter brings over forty years of experience managing projects related to environmental management, climate mitigation and adaptation, clean energy, and climate resilient infrastructure construction. He has worked on projects funded by USAID, GEF, IDB, UNOPS and the Central American Integration System (SICA). He has contributed to three USAID regional projects in senior technical roles that included the free trade agreement between the United States, Central American countries, and the Dominican Republic. As Program Coordinator for USAID Environment and Labor Excellence Project (ELE-CAFTA-DR) he was in charge of producing a regional technical review guideline for environmental impact assessments to be used by all countries to ensure consistent standards to apply to the energy, tourism and mining sectors, with technical support from USEPA, USDOE, and USDOI. Walter was also DCOP for USAID Regional Clean Energy Initiative (RCEI) to create a more favorable investment climate for renewable energy and energy efficiency projects. As Regional Team Leader for USAID Climate Economic Analysis for Development, Investment, and Resilience Activity (CEADIR), he coordinated the project to mobilize, leverage, and de-risk climate investments.
He previously served as Minister of Environment and Natural Resources of El Salvador, where he spearheaded a Natural Protected Areas Law, and was directly involved in negotiations of the Environmental Chapter of the CAFTA-DR Trade Agreement. He also contributed to the establishment of the Global Adaptation Institute, now known as the Global Adaptation Initiative at the University of Notre Dame. He has an MBA from Duke University and a BSCE from the University of Texas at Austin.
