International Environmental Compliance Consultant

Job Description
The USAID Host and Impacted Community Resilience Activity (HICRA)’s goal is to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. This will be accomplished by assisting poor, ultra poor, and other households in the Cox’s Bazar, Rangamati, Khargarachari, and Bandarban districts of Bangladesh, while safeguarding the surrounding natural environment. DevWorks is recruiting for an International Environmental Compliance Consultant as described below:
The International Environmental Compliance Consultant will work closely with the HICRA team to ensure the development and implementation of USAID environmental compliance documents.
Qualifications

Bachelor’s degree in environmental science or similar field; Masters degree preferred.

Demonstrated experience drafting USAID-approved EMMPs and Climate Risk Mitigation plans.

Familiarity with Bangladesh’s south eastern ecosystems and climate threats.

Knowledge of environmental threats and mitigation measures for agriculture, income generation activities, WASH (water supply, latrines, water purification), natural resource management, disaster risk reduction and construction.

Fluency in written and spoken English is essential.

Chief of Party - Cambodia

Job Description

The goal of the project will be to equip Cambodians with job skills that are tailored to sectors that will drive inclusive and sustainable growth and economic diversification over the coming decade. By working directly with and through local NGOs, private businesses, universities, and vocational training institutions, USAID Employ will ready Cambodia’s emerging workforce with the skills and knowledge that are needed for them to be able to compete for and thrive in the jobs of tomorrow. USAID Employ will emphasize improving the capabilities of women and youth in science, technology, and innovation, concentrating on areas like the green economy, STEM-related fields, digital technology, and manufacturing, among others.
The COP will provide overall leadership, management, and technical direction for the program – ensuring an integrated vision among diverse components and actors – to achieve the desired results. This position will lead program strategic planning and decision making and will be responsible for overall activities of sub-recipients. The COP will work directly with USAID and will be a key liaison to implementing partners and other stakeholders. This position will ensure full compliance with all USAID, DevWorks, and other fiduciary regulations and will oversee the project reporting process in line with donor requirements. The COP will supervise project staff including professional performance management and coaching.
Qualifications
- Minimum of ten (10) years of experience in designing and implementing projects focused on employment skills training, economic diversification, and green economy job creation.
- Minimum of ten (10) years of work experience in developing countries, preferably in Cambodia or Southeast Asia.
- Minimum five (5) years of successful experience as Chief of Party, Team Leader, Project Director, or equivalent position for donor-funded projects of similar magnitude and complexity in developing countries. Preferably a USAID funded project.
- Strong understanding of and background in technical areas such as vocational training, job creation, skill training for STEM related fields, digital technology, and manufacturing, and women and youth employment.
- Master’s degree or higher in Economics, Business, International Development, Education, or another related field.
- Demonstrated experience in progressively responsible supervisory positions, including direct supervision of professional and support staff; quality evaluation of staff performance and deliverables; and contracts/grants management.

Primary responsibilities will also include supervision of field operations, administration, logistics, and procurement. The day-to-day operations will include developing and implementing financial, administrative, and personnel systems and liaising with the Chief of Party to ensure that project’s accounting, contracts, human resources, IT, and operations needs are met.
Qualifications
- Minimum of ten (10) years of experience and progressive responsibility in finance and accounting, project operations, and office administration.
- Minimum of five (5) years of experience working on US Government-funded projects in finance in administration.
- Experience leading and managing the financial aspects of US Government projects, including a demonstrated understanding of applicable US Government regulations for cooperative agreements and/or contracts. USAID experience is highly desired.
- Experience with financial reporting for donor-funded projects and demonstrated accuracy in working with large amounts of data.
- Proven leadership skills managing, motivating, and coaching diverse teams.

Training and Logistics Coordinator - Guatemala

Job Description
The USAID Guatemala Leveraging Economic Investment for Alliances Activity seeks to rectify the prevalent oversight of climate change risks in infrastructure planning by providing essential technical assistance and developing a comprehensive framework and guidebook for climate-resilient project development in Guatemala. The project’s overarching goal is to empower Guatemalans to access economic opportunities within their country, reducing irregular migration patterns and contributing to the nation’s long-term prosperity.
The Training and Logistics Coordinator will lead coordination of capacity strengthening sessions, workshops, and events with a focus on training for local and national government stakeholders, banks, small businesses and other stakeholders particularly in areas like climate resilient infrastructure planning, climate finance, and other sector-specific topics. (S)he will coordinate with team members and external consultant technical experts to ensure that training materials are produced, reviewed, and approved in a timely fashion. (S)he will coordinate capacity strengthening activity logistics, including coordinating dates, booking venues, arranging for necessary equipment and supplies, sending invites, and sending post-event participant surveys to inform adaptive management. (S)he will also attend training events to address IT and A/V problems, distribute sign-in sheets, and resolve any other issues that emerge.
Qualifications
- Bachelor’s degree in a relevant field such as Public Administration, International Development, Business Management, Education, or a related discipline.
- Proven experience coordinating trainings, workshops, forums, or stakeholder meetings, particularly with local and national governments, small businesses and/or financial institutions.

The Technical Director, will, in coordination with the Chief of Party, be responsible for managing the project’s technical intervention strategy, work planning, and activity design. S/he will have direct oversight and management of the technical advisory team. S/he will provide technical direction and support to interventions across all objectives.

The MEL Director will lead the monitoring, evaluation, and learning/collaboration, learning and adapting components of the project. S/he will be responsible for designing the MEL system in alignment with the USAID results framework; leading the project data collection; conducting data analysis to inform the project implementation; and producing timely, accurate, and complete reporting. S/he will be responsible for building the capacity of project staff, local partners, and other stakeholders in the collection, utilization, and dissemination of data. S/he will also lead quarterly pause-and-reflect working group meetings and other collaboration, learning, and adapting (CLA) activities.
Qualifications
- Minimum of eight (8) years of experience designing and implementing MEL and CLA systems for international development projects. Prior experience in a MEL leadership position required.
- Strong track record of working on projects of similar scope (e.g., agriculture, water resources management, and/or WASH.), complexity, and size. Experience in MEL for a USAID Feed the Future activity is desirable.
- Ability to communicate findings to a range of external and internal stakeholders and apply MEL results to project implementation strategies.
- Experience mentoring staff in MEL techniques. Experience strengthening the capacity of local organizations in knowledge management and learning.
- Prior experience leading, designing, managing, and/or commissioning performance evaluations and other types of research.
- Master’s degree in Statistics, Public Policy, International Development, or a related field.
- Proficiency in statistical software such as STATA, SPSS, or a similar package.
